Austin Public Health Monitoring COVID-19 Delta Variant in Central TexasAs new COVID-19 variants continue to emerge, the latest variant, Delta (B.1.617.2), has now been detected in all 50 states. The Centers for Disease Control and Prevention (CDC) suggests the Delta variant may have higher transmission than the original virus and cause more severe illness and hospitalization for those who are unvaccinated. Austin Public Health is currently working with the state health department to expand testing. Visit the City of Austin’s COVID-19 website for more information about COVID-19 in Austin. COVID-19 Vaccination for Your Business or Household
Businesses and community organizations can request an on-site COVID-19 vaccination clinic through local, state, and federal resources.

City of Austin: 
Schedule a visit for you, your caregivers, and household with Austin Public Health by calling 3-1-1 or 512-974-2000 and leave your name and phone number.

State of Texas: 
Call 844-90-TEXAS (844-908-3927) and select Option 3 to schedule a visit from a state mobile vaccine team to vaccinate employees, visitors, or members.

COVID-19 Testing
Mold. Pets. Pollen. Sometimes it’s just really hard to know for sure what’s causing your symptoms. It’s best to stay home and rest instead of conducting a real life science experiment on your friends. Still worried it might be COVID-19? Find a private COVID-19 testing site.

City Update on Eviction Protection Order
Beginning June 1, landlords intending to issue a Notice to Vacate to tenants with 5 months or more of owed rent can register with the City of Austin’s RENT Program. In accordance with Mayoral Order No. 20210527-030 (PDF), landlords are no longer prohibited from issuing a Notice to Vacate if their tenant has unpaid rent and has exhausted all available rental assistance remedies. Austinites in need of rental assistance can still apply to the Relief of Emergency Needs for Tenants (RENT) Assistance Program.

Travis County Emergency Rental Assistance
The Travis County COVID-19 Emergency Rental Assistance Program is designed to provide relief to low- and moderate-income households residing in Travis County that are unable to pay rent due to the COVID-19 Pandemic. Review eligibility and apply for Travis County Emergency Rental Assistance.

Beware of Scammers
Austinites are reporting scam calls that appear to come from Austin Public Health. The City of Austin will never ask for Social Security, Medicaid, insurance, immigration, or financial information! If you receive a call, get the caller’s name and title, then call 3-1-1 or 512-974-2000 to ask for that person.

The City of Austin and Travis County have issued a Public Health Order requiring individuals to remain in place at home,with exceptions for essential work and activities. When conducting an allowed activity, people must maintain at least 6 feet of social distancing.

Essential (and some Non-Essential) Businesses
Under the Order, all business must cease operations and remain in place except essential businesses. Essential businesses must comply with social distancing requirements. Essential businesses include:
Grocery stores, farmers’ markets, food banks, convenience stores hospitals, pharmacies, clinics, veterinary offices and other healthcare services.

View this table to help better understand the impact of Orders on specific businesses. These regulations are subject to change and businesses should check back regularly for updates.
Essential businesses must comply with social distancing requirements. This includes retail establishments such as grocery stores, establishing controls that require a minimum of six feet of distance between patrons in lines queuing in front of and inside stores.

The Office of the Governor’s Economic Development & Tourism staff and our community partners are closely monitoring the situation and following the advice of health officials and government agencies. This is a dynamic situation and we will update this information as we find out about new
resources and hear about new policies devised to help businesses cope during and after this crisis. For additional news and resources regarding the Coronavirus (COVID-19), go to gov.texas.gov/business/coronavirus.

The 883-page bill, titled the “CARES Act,” includes thousands of dollars in direct payments to most Americans, and huge loan packages designed to help keep small businesses and corporations afloat.

  • Direct payments:Americans will receive a one-time direct deposit of up to $1,200, and married couples will get $2,400, plus an additional $500 per child. The payments will be available for incomes up to $75,000 for individuals and $150,000 for married couples.
  • Use of retirement funds: The bill waives the 10% early withdrawal penalty for distributions up to $100,000 for coronavirus-related purposes, retroactive to Jan. 1.
  • Small businesses: $350 billion is being dedicated to prevent layoffs and business closures while workers have to stay home during the outbreak. Companies with 500 employees or fewer that maintain their payroll during coronavirus can receive up to 8 weeks of cash-flow assistance. If employers maintain payroll, the portion of the loans used for covered payroll costs, interest on mortgage obligations, rent, and utilities would be forgiven.
  • The unemployed: The program’s $250 billion extended unemployment insurance program — “unemployment on steroids,” as Sen. Chuck Schumer calls it — expands eligibility and offers workers an additional $600 per week for four months, on top of what state programs pay. It also extends UI benefits through Dec. 31 for eligible workers. The deal applies to the self-employed, independent contractors and gig economy workers.
  • Hospitals and health care:The deal provides over $140 billion in appropriations to support the U.S. health system, $100 billion of which will be injected directly into hospitals. The rest will be dedicated to providing personal and protective equipment for health care workers, testing supplies, increased workforce and training, accelerated Medicare payments, and supporting the CDC, among other health investments.
  • Coronavirus testing:All testing and potential vaccines for COVID-19 will be covered at no cost to patients.
  • Large corporations:$500 billion will be allotted to provide loans, loan guarantees, and other investments, overseen by a Treasury Department inspector general. These loans will not exceed five years and cannot be forgiven.
  • Airlines: will receive $50 billion (of the $500 billion) for passenger air carriers, and $8 billion for cargo air carriers.
  • Payroll taxes:The measure allows individuals to delay the payment of their 2020 payroll taxes until 2021 and 2022.
  • States and local governments: will get $150 billion, with $8 billion set aside for tribal governments.
  • Agriculture:The deal would increase the amount the Agriculture Department can spend on its bailout program from $30 billion to $50 billion

The City of Austin Economic Development Department Small Business Program provides business training, educational events, and coaching to empower entrepreneurs. SBP is offering virtual online classes and 1-on-1 coaching sessions to small businesses. Visit the Small Business Program website to learn more about our class offering and coaching opportunities.

 

The U.S. Small Business Administration (SBA) resumed accepting Paycheck Protection Program loan applications on Monday, April 27 at 9:30AM CST. This federal loan is designed to provide a direct incentive for small businesses to keep their workers on the payroll. Eligible borrowers can apply through any existing SBA 7(a) lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. Visit the Small Business Administration website to carefully review PPP regulations and guidance.
