
29 May Chamber leads on Critical Conversations with LGBTQ Business Owners & Elected Officials

In March 2025, during Austin’s busy spring festival season (March 15), the City’s Public Assembly Code Enforcement (PACE) team conducted an inspection at Rain, a cornerstone LGBTQ+ nightclub on West 4th Street. Rain was temporarily shut down for exceeding its permitted capacity, prompting public concern and raising questions about the approach, communication, and intent behind the enforcement action.
In the immediate aftermath, the Austin LGBT Chamber of Commerce took a leading role in coordinating response efforts between city officials, community members, and the impacted business. The Chamber swiftly convened meetings with City leadership, advocated for transparency and accountability, and ensured the voices of LGBTQ+ business owners were at the center of the conversation.
Thanks in part to the Chamber’s advocacy and facilitation, the City initiated a full after-action review, resulting in several key reforms to improve future PACE deployments, including:
The City also committed to ongoing dialogue with Rain’s management, including a meeting to align on how occupancy loads are counted and verified moving forward.
